2022 Policy Outlook for the Biden Administration and the Second Session of the 117th Congress

As the White House, Republicans, and Democrats look to November’s midterm elections, the Build Back Better Act (BBBA) remains a top priority on the Democratic legislative agenda. However, in light of intraparty objections and the reality of a 50-50 Senate, Democratic leadership must find a way to move tax, energy, education, childcare, and health priorities in the bill in early 2022 or scale back the package to focus on only a handful of key issues. Congress will also focus on addressing rising inflation, supply chain disruptions, and the continued spread of the Omicron variant, along with several expiring healthcare provisions. Finally, Congress must pass either an omnibus appropriations bill or a year-long continuing resolution in February to keep the government funded.
