AMCP Welcomes Introduction of the Medicaid VBPs for Patients Act

Legislation Would Expand Medicaid Access to Novel Therapies 

Alexandria, Va., April 20, 2023 ― AMCP (the Academy of Managed Care Pharmacy) applauds the introduction of the Medicaid VBPs for Patients (MVP) Act of 2023 (H.R. 2666) by US Representatives Brett Guthrie (R-KY), Anna Eshoo (D-CA), John Joyce (R-PA), Jake Auchincloss (D-MA), and Mariannette Miller-Meeks (R-IA). This bipartisan legislation will further enhance the use of value-based purchasing arrangements in Medicaid, expanding patient access to novel therapies. 

“Value-based purchasing arrangements are a critical tool for getting high-cost treatments, such as cell and gene therapies, to the patients who need them,” said AMCP CEO Susan Cantrell, MHL, RPh, CAE. “As new therapies emerge to treat rare diseases and other difficult conditions, they may only ever be available through value-based agreements. Congress must pass the MVP Act to help ensure the proper channels exist to deliver this needed care to America’s most vulnerable patients.” 

This bill will, among other things:  

  • Codify federal regulation permitting the reporting of multiple best price points for an outpatient drug;  

  • Clarify that the best price under a value-based arrangement is the price paid if all benchmarks are satisfied; and 

  • Expand the use of value-based arrangements for drugs administered in an inpatient setting.  

AMCP strongly supports this legislation and urges Congress to pass the MVP Act to ensure Medicaid programs and their patients can access lifesaving therapies at an affordable cost.
