Toward Value-Based Decisions in Drug Pricing: What Congress and FDA Can Do to Foster Better and Earlier Communication Between Pharma, Payers, and Other Healthcare Decision-Makers

Who: Congressional staff who focus on healthcare, and anyone interested in pharmaceutical pricing

Why: The ability of healthcare decision-makers (e.g., health insurance companies, pharmacy benefit managers, and provider-sponsored health plans) and biopharmaceutical manufacturers to exchange healthcare economic information is increasingly important as drug costs rise and as more specialty products become available. Healthcare decision-makers need this critical information to ensure that patient populations they manage and serve receive access to needed and appropriate medications, but existing laws and regulations make it difficult for biopharmaceutical manufacturers to initiate the sharing of information that goes beyond their FDA-approved labeling. Earlier this year, AMCP convened two multi-stakeholder forums that resulted in recommendations for updating the laws and regulations to facilitate these important communications. These briefings will explain the healthcare decision-maker perspective on why this exchange of information is vital, how the consensus recommendations were developed, and how adopting the recommendations would contribute to a stronger relationship between the price and the value of pharmaceutical innovations.
