AMCP Applauds Congressional Passage of PIE Act to Help Safely Expedite Patient Access to Life-Saving Treatments

Representatives Brett Guthrie and Anna Eshoo led a bipartisan coalition in support of the PIE Act.

Alexandria, Va., Dec. 23, 2022 — AMCP (Academy of Managed Care Pharmacy) applauds Congress for passing the Pre-approval Information Exchange (PIE) Act of 2022. This bipartisan bill will enhance proactive information-sharing on new treatments between drug manufacturers and health plans. As a result, payers will be able to conduct their rigorous review of life-saving treatments concurrently with the Food and Drug Administration’s (FDA) review, a change that will help patients access treatments faster. The PIE Act provision was included in the Senate Amendment to H.R. 2617 – Consolidated Appropriations Act, 2023, which will now go to President Biden to be signed into law.

Representative Brett Guthrie (R-KY) has been steadfast in his leadership for the PIE Act, working with Democratic co-lead Representative Anna Eshoo (D-CA), both respective leaders of the Energy & Commerce Health Subcommittee. They, alongside original cosponsors Representatives Scott Peters (D-CA), Morgan Griffith (R-VA), Doris Matsui (D-CA), and Michael Burgess (R-TX), have been critical in advancing this important legislation.

The PIE Act will clarify and enhance the type of information manufacturers can share with public and private plans alike. This will help Medicare and Medicaid develop more efficient coverage for the 100 million Americans who rely on those plans for their health care needs. Historically, Medicare and Medicaid have been limited in modifying coverage formularies during a plan year. PIE will help enhance the information flowing to plans and make the process more efficient, which will help level the playing field for patients covered in public plans considerably.
